Job Summary

Under administrative direction, is primarily responsible for: 1) Use of health data and evidence-based research to facilitate data-informed decision-making in public health, advance health equity, and reduce health disparities; 2) Utilization and management of largescale population and public health information systems and databases; 3) Leadership in City-wide and department-wide strategic plan and data governance/infrastructure efforts; 4) Comprehensive analyses of complex data using programming and statistical software; 5) Development of data-centered reports and dashboards; 6) Data-related mentorship and training and building of data infrastructure across the department. Exercises direct supervision over assigned staff.

This position is an “unclassified” position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

The San Antonio Metro Health District (SAMHD) provides public health services to clients, which may include risk for exposure to and possible transmission of vaccine-preventable diseases. Essential Job Functions

  • Leads data collection, analysis, and reporting with focus on disaggregated data to uncover and address health disparities and inequities (especially related to health care access and utilization).
  • Tracks data, metrics, and evidence related to health outcomes and social determinants of health.
  • Works with Operation and Quality Assurance leads of the department to develop standards and methodology for accurate tracking of metrics, demographic data, and health outcomes across programs of the department.
  • Leads the department’s contribution to data governance/infrastructure initiatives.
  • Standardizes the use of timely, disaggregated, and targeted data within programs.
  • Routinely work with large public health and healthcare databases, including hospital discharge (inpatient, outpatient, emergency department, charges and billing), Trauma & EMS registry, Vital records, and Texas Cancer Registry.
  • Applies advanced data visualization skills for creation of reports, presentations, dashboards, and other data products.
  • Develops and administers data-related mentorship and training across the department as part of data modernization efforts.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor’s Degree from an accredited college or university.
  • Three (3) years of increasingly responsible experience in planning, business, finance, or a related field.
  • Two (2) years of supervisory experience.

Preferred Qualifications

  • Master’s degree from an accredited graduate school, with focus in Public Health, Epidemiology, Public Health Informatics, Health Informatics, Population Health Science, Data Science, Biostatistics, or related field.
  • Three (3) years of experience working in a setting with increasing roles and responsibilities related to public health informatics or population health sciences.
  • Valid Class “C” Driver’s License OR valid driver’s license from another state with the ability to obtain a valid Texas Driver’s License within 30 days of becoming a Texas resident. Use of your own vehicle may at times be required and proof of Liability Insurance will be required.
  • Experience in data-related efforts, strategic plans, and initiatives within public health and government organizations.
  • Experience and training in programming and statistical analysis using at least one of the following software: R, SAS, SPSS.
  • Experience and training in mapping and data visualization using software such as ArcGIS and Tableau.
  • Experience working or collaborating with public health-related government agencies, initiatives, organizations, and databases such as CDC, Census Bureau, Department of State Health Services, and National Center for Health Statistics.
  • Experience working with a variety of data products from largescale data sources such as US Census.
  • Knowledge of core methods, principles, and practices within epidemiology and biostatistics.
  • Knowledge of major quality assurance/performance improvement standards in public health, as well as fundamental practices, models, and organizational bodies in public health such as PHAB.
  • Knowledge of social determinants of health and racial/ethnic disparities in health outcomes and disease.
  • Knowledge of state and federal public health databases and disease registries.
  • Skills in preparation and successful execution of oral presentations in front of an audience.
  • Ability to effectively explain data, evidence, and statistical analyses in a way that is understood by a lay audience and non-expert individuals.
  • Ability to develop effective training material and present to a wide range of audience with various skill levels.
  • Ability to lead a team of individuals on multi-sector projects and multi-stakeholder collaboratives related to data and technology infrastructure.
  • Ability to work effectively with colleagues and teams across to play a lead role in department-wide efforts such as employee engagement and PHAB re-accreditation and city-wide data-related initiatives.
